Or... where have I seen them before..|||According to the wiki, one of the developers has mentioned them in tweets before. Sylvari characters can have a racial sympathy for the quaggan, whatever the racial sympathy thing ends up meaning.|||You probably saw them first in the GW2 art book. I don't think we got the lore for them until today.|||I cracked up when I read that pullquote from Mr. Onehand, the former adventurer. I wonder what his last name was before he started messing with the quaggan?
So, they can breath both air and water. Apparently without the benefit of nostrils, blowholes, or gills. How exactly do they manage to breath anything at all when their mouths are closed? Just curious.

From the Design an Event with the fans at Gamescon. They made an event based around the quaggan and the krait.|||These things are adorable.|||Yay, been waiting to hear about these guys. From the quaggan-and-krait event Nemeon mentioned I had figured they would mostly be an allied race, but there's no way they can add a "hulking out" ability and not make us fight them at some point.
Describing the hulk-out (need a better term... berserk?) as a "social faux pas" is highly amusing to me, but kinda makes sense. Like getting caught with your fly unzipped in public, except with a greater chance of massive carnage.

Actually, my thought was "Gungan". They're aquatic, generally not the most threatening species, and the "Ooooo" automatically made me read Neootek's quote with Jar Jar's voice. Yes, you may flee in horror now.|||Yeah.. I didn't actually click on the link, I just thought of Qui-gon when I saw Quaggan. After looking at the article, they remind me of evil fat dolphins with limbs.
